Two New York men have been arrested on charges of using stolen credit cards to buy gift cards at a local shopping mall, police said. Steven C. Wellen, 40, of Roosevelt, N.Y., and Cisco Ward, 32, of The Bronx, N.Y. were both charged with credit card fraud, possession of stolen credit cards, theft by deception and possession of hypodermic needles.
